Local Public Officials

For all pipeline types, local public officials include local, city, county, or State officials having land use and road jurisdiction along the pipeline route. This includes planning and zoning boards, permitting and licensing departments, as well as city/county governing councils. In 2008, PHMSA partnered with the local governments, property development associations and the pipeline industry to develop best practices for land use planning in the vicinity of pipelines. The best practices published by the Pipelines and Informed Planning Alliance (PIPA) include details on how pipeline operators can foster effective communication with local public officials. Information about PIPA is available on the PHMSA Pipeline Safety Stakeholder Communications web site at http://primis.phmsa.dot.gov/comm/LandUsePlanning.htm.
